This saying earns Pop Psychology because it smuggles a false conclusion in behind a true premise. Jealousy is indeed common and near-universal as an emotion, so the descriptive half holds. The leap, that because it is natural it is therefore fine to act on, does not. Research on relationships links jealousy-driven monitoring, control and accusation to lower satisfaction and, at the extreme, to coercive control and abuse. Feeling jealousy is normal; treating it as license to surveil or restrict a partner is associated with harm, not health. The rating reflects that unsupported normative leap.
